Job Summary

We are seeking a Senior Programmer – Artificial Intelligence Support to join our team supporting the Department of Veterans Affairs (VA) Testosterone Screening and Treatment Expansion Program. In this role, you will design, develop, and maintain AI-informed web-based and client-server applications that support clinical screening and treatment workflows across VA healthcare systems. Your work will directly contribute to expanding access to evidence-based testosterone screening and treatment for Veterans nationwide. The ideal candidate is a technically versatile and proactive developer who thrives in complex federal healthcare environments, is comfortable bridging the gap between clinical end users and technical teams, and brings a disciplined, methodology-driven approach to software development and system integration.

Primary Responsibilities

Design, develop, modify, test, and implement web-based applications, client-server applications, and OS-level automation scripts in support of VA clinical program workflows related to testosterone screening and treatment expansion. Integrate and implement Commercial Off-the-Shelf (COTS) software solutions into existing VA IT architecture, ensuring compatibility, security compliance, and alignment with VA enterprise standards. Develop and maintain SQL queries, stored procedures, and data models within Relational Database Management Systems (RDBMS) to support application functionality, reporting, and clinical data analysis. Collaborate closely with clinical users, program stakeholders, and project managers to define system requirements, write program specifications, and translate business needs into technical solutions using an established Systems Development Methodology (SDM). Document test conditions, create test data sets, execute test plans, and analyze results to validate application performance; coordinate system testing activities and assist clinical end users with User Acceptance Testing (UAT). Research and evaluate emerging technologies and AI-driven approaches relevant to clinical decision support and healthcare data processing; develop and maintain work plans, project documentation, and data and process models throughout the software development lifecycle.

Minimum Qualifications

8+ years of professional experience in software development, including hands-on experience with web-based applications, client-server architecture, and process automation scripting. Bachelor's degree (BA/BS) in Computer Science, Information Technology, Software Engineering, or a closely related technical field required. Prior experience supporting federal agency IT programs, preferably within the Department of Veterans Affairs (VA) or another federal healthcare environment, is strongly desired. Must be able to obtain and maintain a VA network access credential (PIV/CAC) and successfully complete a VA background investigation (MBI or equivalent) prior to onboarding. Must be authorized to work in the United States; this position does not offer visa sponsorship. Demonstrated proficiency in SQL and RDBMS application development, COTS software integration, and use of a formal Systems Development Methodology (SDM) for planning, coding, and deploying enterprise applications.

Desired Qualifications

  • Experience with VA electronic health record systems, including VistA, CPRS, and/or Cerner/Oracle Health, is strongly preferred. • Familiarity with VA IT security frameworks, including experience navigating the VA's Authority to Operate (ATO) process or completing VA Privacy and Information Security training. • Exposure to AI/ML concepts or tools applied in a clinical or healthcare data context, such as predictive modeling, clinical decision support, or natural language processing of EHR data. • Knowledge of HL7, FHIR, or other healthcare interoperability standards relevant to integrating clinical data systems. • Experience developing data and process models in support of federal health program reporting, analytics, or quality improvement initiatives.
