Description: Status: Employee, Civil Servant Who is recruiting? Competition Authority Missions The recruited person will join the investigation team as a legal investigator or economist investigator. The investigator contributes to the investigation procedure for cases concerning anti-competitive practices, by participating in investigations carried out by the investigating advisors in charge of these cases within the Authority. Conducting investigations: participating in inspections with judicial police officers, collecting and analyzing evidence using the Authority's investigative powers and tools, collecting and analyzing relevant information, and contributing to the investigation of potential anti-competitive practices; Drafting and legal/economic support: prepare procedural documents (requests for information; investigation reports; draft decisions) and assist investigating advisors in the investigation of competition cases; Sector analyses: participate in sector surveys and evaluate the functioning of competition in the sectors concerned; Legal and economic monitoring: monitor legislative, regulatory and jurisprudential developments in competition law at national, European and international level; Advisory mission: draft opinions on draft legislative or regulatory texts impacting competition; Representation: participate in expert committees and working groups at European and international level, representing the Authority in discussions relating to new competition regulations. Profile Technical skills The position is predominantly legal; Competition law: significant knowledge, theoretical and/or applied, in competition law; Interdisciplinary expertise: understanding of the links between competition law and other areas of law and economics (e.g.: sectoral regulations, public markets, regulated professions); Mastery of standard office software (Word, Excel, Outlook, etc.); Languages: essential mastery of French and English; Writing, analysis and synthesis skills: Excellent writing skills in French. Behavioral skills Project management: ability to lead complex end-to-end investigations, defining clear priorities and a realistic timeline; Team spirit: ability to collaborate within a multidisciplinary team, while taking initiatives; Discretion: ability to handle files with the greatest discretion; Spirit of initiative and openness: openness to new technologies and new methods of investigation. Assets Have professional experience in competition law in another national competition authority, in a law firm/economic consulting firm, in a national or international jurisdiction; Any other professional experience providing a detailed understanding of the functioning of companies and markets, as well as current competitive dynamics and issues. Master the French, German and Luxembourgish languages; Having the Certificate of Success for Complementary Courses in Luxembourg Law (CDDL) / Mastering statistical and econometric tools (R, Python, Stata) is an asset. Admission conditions The position can be applied for under the status of state civil servant or state employee. He is open to change of administration of civil servants. Diplomas You hold a degree or diploma awarded by a higher education establishment recognized by the State of the establishment's headquarters and attesting to the successful completion of a master's degree in law, economics, political science or its equivalent. The required degree or diploma must correspond to at least level 7 as defined by the Luxembourg Qualifications Framework. Languages ​​Applicable to employees and civil servants (excluding change of administration): You meet the knowledge requirements of the 3 administrative languages ​​for group A1. An exemption from two of the three administrative languages ​​may be granted under certain conditions.  You are a national of a member state of the European Union.
